This is a Lionel 6-52340 TCA Operating Train Orders Building.
This building features a man inside that comes out when a train passes by who throws the signal on the top of the roof. It features an illuminated interior, illuminated platform, and comes with a 13C contactor. You can also use a 153IR or insulated track section to activate it as well.
